Ask A Vet filters out repeats of the same alert so your phone doesn't buzz continuously. That's usually what you want — but it also explains why a second event sometimes doesn't produce a second notification.
How long repeats are filtered for

So if your pet crosses a safe-zone boundary twice inside a minute, you'll be told once. If the tracker's battery reading dips and recovers within five minutes, you'll be told once.
If you got the same alert twice anyway
A repeat that arrives after the window above is genuine — the situation happened again. Zone alerts in particular can repeat legitimately if your pet is walking back and forth near a boundary.
Alerts your phone shows itself
When your phone is connected to the tracker over Bluetooth, some alarms are shown by your phone directly rather than sent to it. In that case the second copy is deliberately held back, so you're told once and not twice.
Temperature alerts
A temperature warning won't re-open the full-screen alert inside the app for the same occurrence, even if further readings come in. You'll still find it in your Notifications list.
Tapping doesn't double up either
Each notification tap is acted on once. Tapping the same one again on your phone does nothing — open the alert from the in-app list instead.
