Zones come with the GPS tracker, so they're available on any plan that includes a tracker — and they can be shared with the people who help look after your pet.
The plan you need
Safe zones, no-go zones and power-saving zones all need an active plan that includes the GPS tracker:

Please note: managing zones never counts against your tracker allowance. Even if you're already using every tracker your plan includes, you can still create, edit, delete and re-sync zones as much as you like.
Who in your family can manage zones
If you share your pet through family sharing:

| Family members with permission to track your pet's location | See the zone lists, plus create, edit, delete and re-sync virtual fences, and create, delete and pin power-saving zones. |
The same group receives the zone alerts — you, your pet's owner, and every active family member with location-tracking permission.
Tip: if a family member can see your zones but can't change them, or isn't getting zone alerts, the permission to check is Location Tracking ("Access to GPS tracker on shared pets") on their family member permissions screen. See the Family Sharing section of this help center for how to update it.
Everyone sees the same result
When any family member saves a zone, the sync result reaches every device with access — so the person who made the change sees whether it landed on the collar, not just the tracker's owner.
